`taxReserves.transfer`

Move the exact reviewed collected-sales-tax amount between the saved supported Wise accounts. Requires an interactive administrator, current expectedRevision and the unchanged reviewedSnapshot from taxReserves.get, and a fresh balance check. API keys cannot send money. Durable bank idempotency prevents duplicate movement; an unknown result stays pending for reconciliation and is never reported as transferred.
