`organization.migration.retention`

Record an administrator confirmation, with evidence, for one required source retention audit item after data transfer. Tracks source database, stored files, Redis, EVE transcripts, backups, provider credentials and identity access. This is an operator attestation, not an automatic purge or verification; sourceRemovalComplete is true only after every item is confirmed.
