Preflight an organization data move. Returns all tenant tables, files, identity mappings needed, excluded credentials and blockers. Does not change data.

Permissions: `accounting:read`, `accounting:admin` · Roles: admin

Not available over MCP: Organization data moves need administrator sign-ins at both installations and an explicit cutover in Settings or the CLI.
