`invoices.qstReview`

Review Quebec sales tax (QST) for a saved invoice or proposed draft. Returns the organization's saved registration facts, qualifying Quebec sales over the rolling 12-month period, the proposed invoice, known expected sales, exact CAD totals, source records, missing evidence and official citations. C$30,000 is a strict greater-than threshold for the specified outside-Quebec system, not a universal exemption. General registration and carrying on business in Quebec have different rules. Show this calculation and its blockers before requesting confirmation; never infer complete books, customer QST registration or government registration from an address or zero tax.
